Enabling the Banking sector: Principles for climate-risk management Frame the climate-risk governance*The top management shall set the tone on climate-risk governance. Banks should assign a dedicated person to be responsible for climate risk; chief risk officers (CROs) are preferred candidates. Tailor credit and business strategies. Climate considerations shall be strongly embedded in the capital-allocation process and risk frameworks. Align the climate-risk processes. In order to align the risk exposure with the risk appetite as well as the credit and business strategies, rclimate-risk considerations shall be embedded into the whole risk management process. This includes the allocation of capitals, approvals for loans as well as reporting and portfolio management and monitoring. Concentrate on the enablers. Banks should increase investments in technology, data, and talent. According to a report by climate and energy independent think tank Ember, wind and solar energy reached a record 12% of global electricity generation last year, up from 10% in 2021. The report concluded that solar's share rose by 24% and wind by 17% in comparison to 2021. The Carbon Budget is the maximum amount of greenhouse gas emissions allowed over a specific period to limit global warming to a certain temperature increase. The remaining carbon budget (RCB) estimates the maximum CO2 emissions permissible to achieve a temperature goal. 🌱 Portugal has signed an agreement to swap Cape Verde's debt for environmental investments. Cape Verde owes around €140 million to the Portuguese state. Initially, €12 million of debt repayments scheduled until 2025 will be put into an environmental and climate fund established by Cape Verde. Ultimately the entire amount of debt repayments will end up there, allowing Cape Verde to invest in energy transition and the fight against climate change. Such 'debt-for-nature' deals are emerging in other countries too, as a way to reduce the impact of climate change and pay for climate damage.
