Belgium’s Leuven area was the place to be in the mid 80s, at least if you wanted to be in some kind of dark/wave/industrial type band. The Neon Judgement, Men 2nd, Sovjet War, The Arch, Ludo Camberlin and A Blaze Colour, Company Of State, Aimless Device and Street Ducks all came from there. If It Moves… was a one-off Leuven project by Dirk Da Davo from The Neon Judgement and Glenn Frank from Street Ducks. In 2023, Dirk had this to say: 
“At the time, I joined up with Street Ducks as an extra guitar player. We were all friends living in the same city and sharing the same rehearsal space. Here’s my Click Click collection. Click Click is Adrian Smith, Derek E. Smith, and Graham Stronach, and these guys made some of my favorite industrial, electro, EBM music during the late 1980s. There was a time when you could pretty much buy anything on PIAS Records and it was guaranteed to be good. Like Wax Trax, Antler/Subway, Zoth Ommog, KK, and a few other labels, shopping by record label was one of the better methods for discovering new music before the Internet. Million Lights – A Collection of Songs by Trisomie 21 released in 1987, is quite possibly their best release. Ten tracks that you must hear from start to finish for optimal listening because this album takes you on an atmospheric journey, allowing you to decide what that journey is. Sounds upon sounds of rhythms and textures paired with almost indecipherable vocals that don't bother to hit the right notes but it still works. Not only does the whole album take you on a ride of shifting emotions, each track does as well. If I could choose one word to describe this album, it would be " Temperamental" and I mean that in the best possible way.
