When the fisherman from the Port Gamble S'Klallam Tribe comes home on the water in a boat, he can see the newly-built Coast-Salish style salmon hatchery and shelter sitting at the shore of Point Julia. When the sun sets, the yellowish glow of light illuminating the building makes it incredible. And the fisherman knows he's home. "It's easier to see," Donaldson said. "It's beautiful," his partner, Lisa DeCoteau added. The couple lives on the hills not far from the hatchery. They'd seen the facility being built piece by piece for months. "We're blessed," DeCoteau said while the couple cleaned a salmon on a stainless steel table at the shelter on Tuesday. One technique we're studying is the use of Indigenous methods of collecting herring eggs by placing evergreens in their spawning areas near the shoreline. LITTLE BOSTON – As Jennifer Wright-Tom recalls her sister’s life, the memories flow easily. As a youngster, Tawnya LaVonne Tom would run through the woods at night, lights unneeded. She would grab her sister’s shoes and run off. She loved the color blue, music, basketball. Someday she hoped to be a mother to a boy. She had hoped to go to college. She had hopes and dreams. The sisters shared Port Gamble S’Klallam tribal heritage. “The way that we grew up, a lot of kids, they don’t say, ‘When I grow up, I want to be….’” Wright-Tom said. “That’s not something that you hear often. When people ask that question, you just laugh and walk away. We stayed strong through that and had hopes. We were always talking about dreams and what we wanted to do.” Her sister’s life would be cut short at age 19 in a murder on the Hoh Indian Reservation in 2003, her body dumped in a box next to the Hoh River. “When we lost our sister, the whole world came tumbling down,” Wright-Tom said Thursday, standing on the Port Gamble S’Klallam Tribe’s reservation. Holding a picture of her late sister, she pauses for a moment as tears well up, mixing with the droplets of rain that settle on her face on a drizzly May day. After reflecting for a few minutes, she holds up a bullhorn and helps to muster a crowd and kick off a march with the goal of raising awareness around the issue of missing and murdered Indigenous women. Thursday’s National Day of Awareness for Missing and Murdered Native Women and Girls brought a crowd of marchers to the Port Gamble S’Klallam Tribe’s reservation to reflect and remember those caught up in the crisis. November is Native American Heritage Month, and today is Native American Heritage Day. We wanted to take this opportunity to tell a bit of the story of the Port Gamble S'Klallam Tribe of Indians. Originally called Nux Sklai Yem or Strong People, the @portgamblesklallams are descendants of the Salish people, who were settled along the shores of the Puget Sound by 1400 AD. Their culture is intrinsically tied to water, linked to the seas, rivers, and lakes of the region. ⠀⠀⠀⠀⠀⠀⠀⠀⠀ ⠀⠀⠀⠀⠀⠀⠀⠀⠀ Unfortunately for the S'Klallam Tribe, like all First Peoples in the Americas, the arrival of white settlers to the region in the 18th and 19th centuries brought with it illness and tragedy. It was estimated that there were 1,500 S'Klallams in 1845, but by the time Washington Territory was established in 1853, the population had been decimated and hovered at 400. ⠀⠀⠀⠀⠀⠀⠀⠀⠀ ⠀⠀⠀⠀⠀⠀⠀⠀⠀ These resilient people petitioned the Federal Government to become a fully recognized Tribe, and in 1936 the United States purchased 1,231 acres of land, which had traditionally been home to the S'Klallam people, to create the Port Gamble S'Klallam Reservation.⠀⠀⠀⠀⠀⠀⠀⠀⠀ ⠀⠀⠀⠀⠀⠀⠀⠀⠀ In the mid-2000s, JA was privileged to work with the Port Gamble S'Klallam Tribe on the design of their House of Knowledge complex, which includes a Career & Education Center, Longhouse, Elders Center, and Little Boston Library. I’ve been working on a few projects related to Chemakum tribal history on the northeastern Olympic Peninsula with @finnriver @kulkahhannativeplantgarden and Fort Townsend State Park. The Chemakum story is a complicated, and at times, sad one. The Chemakum (known as Aqokúlo in Chemakum and Čə́məq̓əm in S’Klallam) were recent arrivals to S’Klallam territory. Over 3,000 years ago, a branch of the Quileute Tribe was displaced from Washington’s coastline during a large tsunami. This impressive flood carried survivors over 100 miles to the Port Townsend area. Stranded here, Chemakum society emerged as a distinct group that—although rooted in Quileute heritage—remained within S’Klallam homelands throughout the 1800s. During these years, Chemakum and S’Klallam individuals were close neighbors who lived in the same territory, fished the same waters, built cedar plank longhouses upon the same sands, and gathered the same plants for medicinal and culinary use. According to an 1864 interview with Wackamus, a Quileute man, the Chemakum community dissolved in the mid-1800s. Perhaps viewed as outliers, the Chemakum were subject to many attacks during the 1700s and 1800s. The most devastating of these events occurred in 1847, when Suquamish leaders inundated the small Chemakum village (Tsqai) at the mouth of Chimacum Creek (above). Led by S’a’kw’aɬ (Chief Seattle’s son), the conflict resulted in many Chemakum men dying, with women and children integrated (as both willing participants and enslaved captives) into S’Klallam and Skokomish society. Because a majority of the Chemakum’s unique community did not survive the onslaught, and because survivors were absorbed into neighboring tribes, many Chemakum customs, linguistic knowledge, and cultural traditions became, unfortunately, lost. Some individuals of Chemakum descent are now citizens of the Jamestown S’Klallam Tribe, as well as the Port Gamble S’Klallam Tribe and the Skokomish Indian Tribe. Because of their dissolution, the Chemakum do not comprise a modern, formal Native nation, though this is not to say that Chemakum individuals no longer exist, or that descendants do not remember their lineage.

This is Šcɬə́qw (“High Tide” in S’Klallam), the channel located beneath the State Route 116 bridge that connects Oak Bay (near Port Hadlock) to Indian Island. During high tide, this body of water spills over into Scow Bay and Kilisut Harbor, dividing Indian Island from Marrowstone Island. (During low tide, the two islands are connected by a small strip of sand.) Indian Island is located in S’Klallam territory, and was the place that S’Klallam leader Cičməhán requested for designation as the S’Klallam reservation in the late 1860s-early 1870s, when S’Klallam individuals were legally banned from entering nearby Port Townsend (or, Qatáy). This request was denied by Washington Territory’s delegate, in favor of forcibly relocating the S’Klallam to Skokomish lands, 60 miles south. After their village in Port Townsend was burned down by government agents and attempts were made to exile the S’Klallam to Skokomish territory, the now homeless S’Klallam returned—but this time, not to Port Townsend. Cičməhán, his sons, and other S’Klallam individuals resettled on northwestern Indian Island, near Walan Point, forming a homesite named Šéʔnəkʷ. Whereas the S’Klallam population of Port Townsend in 1859 numbered 200 individuals (compared to 300 settlers), the 1870 census counted only 29 S’Klallam in the vicinity of Port Townsend, suggesting that a large number of people moved to Indian Island. Although the island already constituted S’Klallam homelands and was indeed the site of many ancient S’Klallam villages, the “new” Indigenous settlement on the island was fully purchased by Cičməhán’s sons, Pačwíɬs and Charlie York, in 1887. This legally secured the region as Native property. Throughout the 1800s, S’Klallam communities were exiled from their homelands, forced to buy their own homelands from settlers (who could acquire 320 acres in Oregon and Washington free of charge under the Donation Land Claim Act), and later displaced from even these properties. The Walan Point village remained in Native hands until the late 1930s, when the United States Navy purchased most of the island for very little money through eminent domain, once again banning access to S’Klallam lands.

The Point Casino and Hotel in North Kitsap closed down in mid-March because of coronavirus concerns but will reopen on Monday with a range of new safety procedures in place, including a COVID-19 testing program for employees. Employees and guests will wear face coverings. At hotel and casino entrances, everyone will be temperature checked by new thermal imaging cameras. If someone runs hot as they enter the property, they’ll be pulled aside, and if the high temperature is confirmed, they’ll be asked to return at a later date. Of the property’s 750 gaming machines, 275 will be active. Many have been switched off and put away, and employees will regularly clean the machines that are left. The swab slides up one nostril, way back, far back enough to make the eyes water, and circles four times. The same for the other nostril. The swab drops into a vial, the vial into a bag, the bag into a cooler ready to be sent off for testing. “No news is good news,” Annie Strandberg says to someone in a vehicle. “If it is positive, we’ll call you.” On and on this goes Thursday in the parking lot at the Port Gamble S’Klallam Tribe’s The Point Casino and Hotel in North Kitsap, as lines of the tribe’s employees roll through its new drive-through COVID-19 testing site. Vehicles buzz through, and the coolers fill. Eventually they’ll be driven to the University of Washington for testing. Tribal officials expect results to come back the next day. The tribe established the site earlier this month as it began moving toward bringing back government and business employees to on-site work again. The goal for the site is to have employees tested every two weeks. Backed by the testing program and other safety procedures, the tribe announced this week that its casino would reopen on June 1.
