How does the Replenish Big Bear Project benefit #StanfieldMarsh? Located on the corner of the Stanfield Cutoff and Big Bear Boulevard, this 145-acre marsh is a haven for Big Bear wildlife and waterfowl that, until 1982, had no safe place to roost. It offers the opportunity for a quiet stroll along its wooden boardwalk, where osprey, bald eagles, and even nesting pelicans are some of the waterfowl you can expect to see while on your stroll. The variety is ever changing, along with the seasons. Renovations to this haven have included the construction of an island that is free of predators to the Big Bear animals that make their home here and the addition of over 40,000 plants indigenous to the region that were planted by local schoolchildren who volunteered for the privilege. In 1972, the Big Bear Lake Sanitation District (precursor to the City of Big Bear Lake - City Government), Big Bear City Community Services District, and the County of San Bernardino formed the Big Bear Valley Wastewater Planning Commission, which was comprised of elected officials and concerned citizens from the #BigBearValley. The Wastewater Planning Commission initiated and completed a study entitled the “Big Bear Area Regional Wastewater Management Plan” (Regional Wastewater Plan). When the Big Bear Area Regional Wastewater Agency (BBARWA) was formed on March 22, 1974, the goal was to implement the Regional Wastewater Plan. Of primary importance, was the need to meet short and long-term collection, treatment, and disposal needs through a regional concept, while considering beneficial reuse 💧 and environmental and economic constraints. #BigBear has attempted #waterreclamation several times in the last 50+ years, but none have come as far as the Replenish Big Bear Project. The Big Bear Area Regional Wastewater Agency (BBARWA), Big Bear City Community Services District (BBCCSD), Big Bear Lake Department of Water and Power (BBLDWP), and Big Bear Municipal Water District (BBMWD) (collectively, the Program Team) recognize that retaining recycled water in the watershed for beneficial use would significantly increase the sustainability of local water supplies. The Program Team has partnered to develop Replenish Big Bear - which will recover this lost water resource and keep the water in the #BigBearValley for beneficial reuse. In 2016, the Bear Valley Water Sustainability Study evaluated four (4) alternatives for reuse, including distribution of tertiary treated recycled water for landscape irrigation and several groundwater recharge alternatives using advanced purified water. However, these alternatives addressed only the potable water supply component of the Valley’s water needs and did not provide sufficient benefits to warrant the local investment so they were not pursued. The Program Team evaluated an additional water reuse alternative that provided more widespread benefits to the Valley, known as the Lake Alternative. The Lake Alternative includes the following uses and benefits: 1️⃣ High quality water will be discharged to the Stanfield Marsh Wildlife and Waterfowl Preserve, providing a consistent water source to sustain habitat and increase education opportunities for the community and visitors. 2️⃣ Water from Stanfield Marsh provides new inflow to Big Bear Lake to augment lake levels, enhance recreational opportunities and aquatic habitat and support water quality improvements. 3️⃣ During extended dry periods, water from Big Bear Lake will be pumped to Sand Canyon to recharge the groundwater basin to strengthen the sustainability of the groundwater basin. In 1994, the San Diego County Water Authority developed a water 💦 purification feasibility study describing a system and treatment facilities required to ultimately recycle reclaimed wastewater through a domestic water supply reservoir (San Vicente Reservoir) for dilution and insertion into the domestic water system. The proposed treatment processes for both wastewater and domestic supply 💧 were accepted by the State Department of Health Services (DOHS). This acceptance constituted a large breakthrough in DOHS policy and allowed the #BigBearValley to begin consideration for in-Valley reuse. Several additional treatment steps to the Big Bear Area Regional Wastewater Agency's existing wastewater treatment process will use proven technology to achieve safe, high-quality water that exceeds drinking water quality standards. Pourtant les habitants des bidonvilles doivent acheter de l’eau en bidon, en bouteille ou à des revendeurs illégaux et dépensent ainsi jusqu’à 30% de leur revenu pour se fournir en eau ! Ce qui est gigantesque pour la plupart d’entre nous. Depuis plus de 15 ans, nous nous battons pour que les habitants des bidonvilles bénéficient d’un accès abordable à l’eau courante. -------------------------- 📣 Did you know❓ Water costs more to the poor than to the rich. It's often believed that people with low incomes can't access water because they can't afford it. However, slum dwellers have to buy water in jerrycans, bottles, or from illegal vendors and thus spend up to 30% of their income to get water! Depuis le début de son engagement pour l'amélioration des conditions de vie des habitants des bidonvilles, better with water a choisi d'associer à son service eau, une mission de lutte et de prévention des incendies en formant et équipant les habitants. En effet, dans les bidonvilles, les départs de feux peuvent être catastrophiques du fait de la promiscuité et du type de constructions des habitations. Depuis 2008, ce sont 647 pompiers volontaires qui ont été formés et équipés dans nos zones d'intervention dont 68% sont des femmes 💪 --------- Since the beginning of its commitment to improving the living conditions of slum dwellers, better with water has chosen to incorporate a mission of firefighting and prevention into its water service by training and equipping the inhabitants. Indeed, in slums, fire outbreaks can be catastrophic due to the proximity of dwellings and the type of construction. 🎉💧 Back in September 8, 2023, on the occasion of the inauguration day of safe water commissioning in Kolabagan here in Chattogram, I shared about the water crisis of the low-income families in this vulnerable community. I was mentioning, I saw the community was sparking with unparalleled excitements for the household level safe water connection commissioned by @better_with_water (new brand name of Water and Life). The Replenish Big Bear Program is currently developing the draft Program Environmental Impact Report (EIR). As stated in the State CEQA Guidelines, an EIR is an “informational document” intended to inform public agency decision-makers and the public of the significant environmental effects of a project, identify possible ways to minimize the significant effects and describe reasonable alternatives to the project. The EIR will be published soon. The public review period is 45 days. During the environmental review process, the Replenish Big Bear Project Team will prepare an Environmental Impact Report (DPEIR). Development of the EIR includes three phases and public involvement opportunities. 1. Scoping Phase: Complete. The first part of the environmental review process is the scoping phase, which is initiated by a Notice of Preparation that tells public agencies and interested parties that an Environmental Impact Report (EIR) will be prepared. Feedback is encouraged to help identify environmental issues and raise questions and concerns for further study in the EIR. Project alternatives, community impacts, and mitigation measures are also considered. Scoping meetings were held on January 5th and January 10th, 2023. 2. Draft EIR Release: December 2023. The Draft EIR will be available for public review to allow community members, interested parties, and agencies the opportunity to provide feedback and comments. The Project Team will review comments, prepare responses, and revise the EIR as needed. 3. Final EIR Certification: 2024. The BBARWA Governing Board will review and consider certification of the Final EIR during a board meeting which will be open to the public. #Groundwater is the only potable water supply in the #BearValley Basin. Efforts by the local water agencies and the community have been successful in reducing demand, and total potable consumption has been maintained below the Sustainable Yield of the groundwater basin. The City of Big Bear Lake, Department of Water and Power and the Big Bear City Community Services District have implemented a series of ongoing conservation, education and outreach programs to help reduce water usage in the service area. In the past decade, they have maintained a decreasing trend in per capita demands through conservation efforts. However, while past conservation efforts have been very effective, the agencies expect that additional demand reduction will become slower and more difficult or costly to achieve in the future. As more and more customers take advantage of water-efficient fixture upgrades, low water use landscaping, and adopt more efficient water use behaviors, additional opportunities for customers to further reduce water demand will become more limited. Climate change models indicate that these changes will result in a reduction of Sustainable Yield in the Bear Valley Basin over time, as discussed in Section 2.3.9 of the Groundwater Sustainability Plan. During the environmental review process, the Replenish Big Bear Project Team will prepare an Environmental Impact Report (EIR). Development of the EIR includes three phases and public involvement opportunities. 1. Scoping Phase: Complete. The first part of the environmental review process is the scoping phase, which is initiated by a Notice of Preparation that tells public agencies and interested parties that an Environmental Impact Report (EIR) will be prepared. Feedback is encouraged to help identify environmental issues and raise questions and concerns for further study in the EIR. Project alternatives, community impacts, and mitigation measures are also considered. Scoping meetings were held on January 5th and January 10th, 2023. 2. Draft EIR Release: Fall 2023. The Draft EIR will be available for public review to allow community members, interested parties, and agencies the opportunity to provide feedback and comments. The facility that was toured during the July 19, 2023 Replenish Big Bear Open House is the pilot facility, which is a small-scale version of the facility that will be constructed. The purpose of the pilot facility is to ensure that the treatment processes can meet regulatory requirements. This information will be used in the final design of the advanced water purification facility (AWPF). Startup of the new AWPF is anticipated in early 2027. Replenish Big Bear will add multiple advanced treatment processes that remove impurities, including some pharmaceuticals and personal care products; however, the water may still contain very low concentrations of some pharmaceuticals and personal care products (also known as Emerging Constituents). EDC examples include heavy metals such as lead and cadmium and carbon compounds such as BPA, phthalates, and glyphosate. Big Bear Valley’s remote location limits access to new water resources. Our only source of water enters as precipitation, then flows into the #lake or soaks into the ground to become #groundwater. Capturing this water💦 after it is used and producing high-quality, advanced treated recycled water is the only reliable, cost-effective source for additional water supplies. Many southern California communities rely on imported water from northern California through the State Water Project as a supplemental supply. However, imported water is not readily available in #BigBear due to the Valley’s high elevation and isolated location. The nearest imported water pipeline is in the Lucerne Valley and the water would have to be pumped nearly 4,000 feet vertically up to Big Bear. Previous evaluations showed that the cost of obtaining imported water would be approximately 2.5 times higher than the cost of producing recycled water through Replenish Big Bear. Also, imported water is not a local, reliable, drought-proof supply and supplies can be greatly reduced in times of drought when we need water most. #bigbear is #betterwithwater

Higher level of treatment: Big Bear’s existing wastewater treatment processes will be upgraded with proven advanced treatment technology to produce approximately 800 million gallons of high-quality water each year that exceeds drinking water standards. 💯 2. Healthier habitat for our fish and wildlife 🦅: A small (future) portion (up to 80 acre-feet) of the high-quality water will be piped through an existing recycled water pipeline to Shay Pond, providing a consistent source of water to sustain 10 acres of habitat for the endangered Unarmored Threespined Stickleback fish. Potable water currently used for this purpose can be reserved for the community. 3. Steady water levels: The rest of the high-quality water 💦 will be sent via a new pump station and pipeline to the Stanfield Marsh and enhance 145 acres of wetland habitat. Water from the marsh will continuously flow into Big Bear Lake to provide higher, more stable lake levels throughout the year, and could increase lake levels by up to five feet in dry years. 4. A secure source of potable water: During dry periods, water can be pumped from the lake to Sand Canyon to soak into the groundwater basin and increase potable water supply. This water could also be used to irrigate the golf course ⛳️ to preserve the groundwater supply. Located on the corner of the Stanfield Cutoff and Big Bear Boulevard, this 145-acre marsh is a haven for Big Bear wildlife and waterfowl that, until 1982, had no safe place to roost. It offers the opportunity for a quiet stroll along its wooden boardwalk, where osprey, bald eagles, and even nesting pelicans are some of the waterfowl you can expect to see while on your stroll. The variety is ever changing, along with the seasons. Renovations to this haven have included the construction of an island that is free of predators to the Big Bear animals that make their home here and the addition of over 40,000 plants indigenous to the region that were planted by local schoolchildren who volunteered for the privilege. #BigBearLake has seen extremely low levels in the last 20 years and Stanfield Marsh was dry most of the time between 2016 and 2022. Periodic wet periods restore water levels for a time, but extended drought conditions are expected to return in the future and will continue to impact water levels. Varying water levels have significant impacts, including limiting recreation and decreasing healthy habitat for our local wildlife. Replenish Big Bear efforts continue as you read this! In 2019, the project focused on the regulatory process to understand the permits needed and completed a Lake Analysis to evaluate the impacts of the proposed discharge in the Stanfield Marsh/Lake. The project has been awarded $16.9 million in state and federal grants and is actively seeking more funding opportunities. Environmental clearance and preliminary engineering started in 2022. Environmental assessments are underway to obtain all required approvals and permits. The engineering team started to evaluate and confirm the most effective way to deliver the project’s goals. This year (2023) the pilot facility will be constructed and operated to confirm that the new treatment processes deliver the intended water quality results. Design details established during Preliminary Engineering will be refined based on pilot testing and finalized for construction. BBARWA was formed in 1974 through a Joint Powers Agreement with its three member agencies: the Big Bear City Community Services District, the @citybigbearlake, and San Bernardino County CSA 53B. In 1972, the Big Bear Lake Sanitation District (precursor to the City of Big Bear Lake - City Government), Big Bear City Community Services District, and the County of San Bernardino formed the Big Bear Valley Wastewater Planning Commission, which was comprised of elected officials and concerned citizens from the #BigBearValley. The Wastewater Planning Commission initiated and completed a study entitled the “Big Bear Area Regional Wastewater Management Plan” (Regional Wastewater Plan). When the Big Bear Area Regional Wastewater Agency (BBARWA) was formed on March 22, 1974, the goal was to implement the Regional Wastewater Plan, which the Wastewater Planning Commission developed. Of primary importance, was the need to meet short and long-term collection, treatment, and disposal needs through a regional concept, while considering beneficial reuse 💧 and environmental and economic constraints. #BigBear has attempted #waterreclamation several times in the last 50+ years, but none have come as far as the Replenish Big Bear Project. What is the funding plan for #ReplenishBigBear? The #Project will be funded through a combination of grants, loans, and rates. Grants - Currently, the Project has been awarded $16,990,450 in grants, with a pending grant application for another $2,500,000. The Project Team continues to pursue grant funding. Loans - Interim financing of $3,400,000 was closed earlier this year. These funds will get the Project to construction. BBARWA engaged NHA Advisors, LLC (NHA) to assist with the Water Infrastructure Finance and Innovation Act (WIFIA) loan application and financial development plan for the Project. BBARWA expects to submit the WIFIA application by June 2023 and if approved, close the loan by February 2024. BBARWA is requesting up to $52 million, dependent upon additional funding sources such as grants. Rates - BBARWA's Governing Board adopted a 5-year sewer user charge (or annual charge) at its March meeting. These annual charges are collected from BBARWA's three member agencies: The Big Bear City Community Services District, the City of Big Bear Lake, and the County of San Bernardino CSA 53B. These rates are subject to an annual review and do not include any future local agency contributions or grants. Where does the water go once it's treated? Currently, reclaimed water is pumped to Lucerne Valley for fodder crop irrigation.
