He believed that poets to to experience spiritual heights and depths, to transcribe the transcendent into verse, and that the best poems sing from soul to soul.
In this section of the book, he has a scathing critique of Victorian Poetry in England, that the "poetry of this period suffers from the dull smoke-laden atmosphere in which it flowered."
